The Community Power Plan will:
Identify community energy needs and priorities – like affordable ways to cool homes during heat waves.
Develop a strategy to address these priorities through new program offerings and partnerships with existing programs.
Community Power Plan for Public Review and Comment
To advance the mission of equitably delivering clean energy and energy solutions, Orange County Power Authority (OCPA) has developed a Community Power Plan for future program offerings. This plan outlines recommended programs and strategies that respond directly to community priorities and support long-term sustainability across our member cities.
Development of the Community Power Plan was guided by the core objectives of meeting local needs and aligning with broad climate and energy goals. The extensive process included a comprehensive needs assessment informed by multilingual outreach, an unbiased determination of program feasibility, and research into existing funding opportunities. The resulting Community Power Plan is a coordinated, equitable, and results‑oriented framework for community energy program planning.
Community input has played a vital role in shaping the Community Power Plan, and we are now seeking additional feedback before finalization. The plan is available below for public review and comment from December 18 to December 25, 2025. Relevant feedback will be incorporated into the final plan for presentation to the OCPA Board in February 2026.
Background
In partnership with The Energy Coalition (TEC), OCPA developed its Community Power Plan between November 2024 and November 2025. The plan incorporates the results of five assessments: Community Needs, Operational Alignment, Existing Programs, Cost-Benefit Analysis, and Funding Opportunities. The resulting plan recommends near-term, medium-term, and long-term programs.

Key Dates
- November 2024 – November 2025: Assessments conducted
- December 1, 2025: Community Power Plan presented to the OCPA Community Advisory Committee
- December 18–25, 2025: Public review and comment period
- February 12, 2026: Final Community Power Plan presented to the OCPA Board of Directors for adoption
- February 26, 2026: Community Power Plan published
- March 2026: Development of near-term programs begins
