Joe Mosca serves as Chief Executive Officer of the Orange County Power Authority (OCPA), where he oversees all aspects of the agency’s operations. After joining OCPA as Director of Communications and External Affairs, he was appointed Interim CEO in June 2023 and became permanent CEO in March 2024.

Mosca brings extensive experience in California’s energy sector and local government. He previously worked with San Diego Gas & Electric and Southern California Gas Company, and has held numerous public leadership roles, including mayor of Sierra Madre and deputy mayor of Encinitas. He also served as president of the San Dieguito Water District and has contributed to regional agencies, including the San Diego County Water Authority and the LOSSAN Rail Corridor Agency.

A founding member and former chair of San Diego Community Power, Mosca is a strong advocate for community choice aggregation and clean energy. He represents OCPA on the California Community Choice Association board, promoting the interests of CCAs at the state and federal levels.

Mosca is a member of the California Bar and holds a Juris Doctor from Quinnipiac University School of Law and a bachelor’s degree in political science from Rhode Island College.
