Orange County Power Authority (OCPA) is here to support our customers. There are a number of income-qualified energy programs available to residents within our member cities designed to help you save energy and money. 

California Alternate Rates for Energy (CARE) & Family Electric Rate Assistance (FERA) Discount Programs

The CARE and FERA programs are administered by the state of California through Southern California Edison (SCE). These programs provide discounts of up to 18 to 30 percent on energy bills for income-qualified customers. Customers who have experienced changes in their finances, have lost employment, or are receiving unemployment benefits may be eligible for a reduced energy rate through the CARE and FERA programs.

Low Income Weatherization Program (LIWP) Multi-Family 

Provides no‑cost or low‑cost energy efficiency and solar upgrades to multifamily properties to reduce utility costs, improve housing conditions, and lower greenhouse gas emissions for low‑income residents.

Provides eligible customers with free home energy assessments and personalized guidance to identify efficiency upgrades, access rebates, and connect with qualified contractors to improve comfort and reduce energy use.

Replace Your Ride

Provides eligible residents within the South Coast Air Quality Management District, which includes Orange County residents with up to $12,000 to retire an older, high‑polluting vehicle and replace it with a cleaner plug‑in hybrid, battery electric, or fuel‑cell vehicle or choose alternative options like e‑bikes or public transit vouchers.
