Lena Garvey Hired as Energy Compliance and Contracts Analyst

Orange County Power Authority strengthens its Power Procurement team with additional Community Choice Aggregation experience


IRVINE, Calif. (August 13, 2025) – The Orange County Power Authority (OCPA), a not-for-profit community clean energy provider, has announced the hiring of Lena Garvey as its Energy Compliance and Contracts Analyst. As the first addition to the Power Procurement team under Director Louis Ting, Garvey will support OCPA’s overall power portfolio management efforts, bringing strong experience to the organization’s mission of creating a cleaner, more sustainable future.

“Expanding our team with deep expertise in energy compliance and power contracts is vital to our success as a local, not-for-profit community clean energy provider,” said Joe Mosca, Chief Executive Officer at OCPA. “We are thrilled to welcome Lena to our team and look forward to the knowledge, passion for sustainability and dedication to community energy that she brings to OCPA.”

Lena most recently served as Risk Management and Contracts Analyst at San Jose Clean Energy, a Community Choice Aggregator (CCA) in Northern California, and has additional financial and risk analysis experience from the banking industry.

Garvey is a San Jose State University graduate with a Bachelor of Science degree in finance.
