Orange County Power Authority Strengthens Expertise With Two New Hires
Frank Harris and Carlo Bencomo-Jasso bring years of energy and utility experience to support regulatory, legislative and finance teams
IRVINE, Calif. (June 2, 2026) – The Orange County Power Authority (OCPA), a not-for-profit community clean energy provider, has announced the hiring of two new managers who bring extensive experience in energy policy, regulatory affairs, rates and revenue planning to advance OCPA’s clean energy mission.
Frank Harris brings deep expertise in navigating California’s complex energy policy landscape to his role as regulatory and legislative manager. His 20 years of experience working with the California Public Utilities Commission, California Energy Commission, California Air Resources Board and the California Municipal Utilities Association will help OCPA to advance regulatory policy and strengthen advocacy efforts on key energy initiatives.
Carlo Bencomo-Jasso joins OCPA as its rates and revenue manager on the finance and data analytics team. His extensive background in supporting community choice aggregators like OCPA and other utilities in rate design will support the clean energy provider’s efforts to maintain stable rates and enhance financial planning across its member cities. Most recently, Bencomo-Jasso served as a senior manager at NewGen Strategies & Solutions, where he supported cost-of-service studies, revenue modeling, customer bill comparisons and Power Charge Indifference Adjustment forecasting.
