We care about our customers and are always interested in learning why customers want to opt-out of our service, and better understand questions they might have. Orange County Power Authority (OCPA) makes opting out free and easy. However, if you have been an OCPA customer for more than 60 days, Southern California Edison (SCE) places certain restrictions on returning to their service.

Customers who opt out of Orange County Power Authority (OCPA) within their first 60 days of service may return to Southern California Edison (SCE) on their next meter read date following five business days from their request. Customers who opt out of OCPA within 60 days of starting service will not be eligible to return to OCPA for twelve months per SCE requirements.

Customers who opt out of OCPA after their first 60 days of service must specify one of the two opt-out options described below. If opting out after 60 days of service, customers will not be eligible to return to OCPA for twelve months per SCE requirements. The two options for opting out are:

Option 1

By selecting this option, you will return to SCE service on your next meter read date that occurs six (6) business days after your request. During the first six months of service from SCE, you will be subject to SCE’s transitional bundled rates which are the market rate for electricity. This rate can be lower or higher than the traditional rates and is subject to change throughout the six-month period. At the end of the six-month period, you will be returned to SCE’s standard bundled rates. For more information regarding SCE’s transitional bundled rates, call 800-974- 2356 or visit sce.com. Customers have three (3) business days to rescind their opt-out. After three (3) business days from opting out of OCPA, customers are locked into SCE’s transitional bundled service rate for six months.

Option 2

By selecting this option, you are giving SCE six months advance notice that you will be returning to their service. Per SCE’s Rule 23, you will remain a customer of OCPA for six months after you submit your request.

After six months, you will be transferred to SCE’s standard bundled rates. You will not be subject to the transitional bundled rates. If during these six months while you are still receiving service from OCPA you would like to change your choice and return to SCE service immediately, you would be subject to transitional bundled rates for the remainder of your six-month period.

With either option, OCPA will process your return to SCE service.

Use the form on this page or give us a call at 866-262-7693 and we’ll assist you with making this change. Accounts will be transferred on the day the electric meter is read and cannot be transferred during the middle of a billing cycle. Opt-out requests received more than five (5) days prior to a customer’s meter read date will be processed for that meter read date; all other opt-out requests will be processed on the next meter read date. Customers who opt-out or otherwise stop receiving service from OCPA will be charged for all electricity used before ending OCPA electric service.

 

Frequently asked questions about opting-out

  • Is there a fee to opt-out?

    There is no fee from OCPA for opting out of energy service with us.

  • Is OCPA a double charge? I already get charged by SCE.

    OCPA is not an extra charge, your energy charges are shared between OCPA and SCE.

    • OCPA buys electricity on your behalf (this appears as the generation charge)
    • SCE delivers the power to your home (this appears as the delivery charge)

    Before you were an OCPA customer, SCE charged you for both generation and delivery.

  • Why was I automatically enrolled?

    When the California Legislature authorized Community Choice Aggregator (CCA) programs, it wanted to ensure all ratepayers would have fair and equal access to the benefits provided by CCAs. Therefore, CCAs were made opt-out programs.

    However, the option is always available to remain with the investor-owned utility (SCE). Customers can opt-out of the CCA program and return to the investor owned utility at any time.

  • Can I return to OCPA if I opt-out?

    We will always welcome you back to OCPA. However, if you opt out of OCPA after 60 days of service, SCE requires you to stay with SCE service for a minimum of 12 months before returning to OCPA.

  • I’m concerned about cost, doesn't it make more sense to go with SCE for bundled service?

    OCPA offers three renewable energy plans to meet every customer’s specific needs, including our Basic Choice plan that gives customers the chance to be part of the renewable energy movement and benefit from OCPA programs at the lowest rate tier.
