Orange County Power Authority Expands Community Engagement Team with Two New External Affairs Managers

Cody Mendoza and Michelle Nguyen bring extensive public affairs, community outreach and government relations experience to strengthen partnerships across Orange County

IRVINE, Calif. (August 12, 2026) – Orange County Power Authority (OCPA), a not-for-profit community clean energy provider, has hired two new External Affairs Managers, Cody Mendoza and Michelle Nguyen. Together, they bring extensive experience in public affairs, government relations, community engagement and stakeholder outreach that will support OCPA in advancing community clean energy in Orange County.

Cody Mendoza joins OCPA with more than a decade of experience leading public affairs initiatives, fostering relationships with elected officials and community organizations, and advancing strategic outreach efforts throughout Orange County. Most recently, he served as District Director for U.S. Congressman Derek T. Tran, where he led external affairs and district operations across 17 Orange County cities. He previously served as District Director for former U.S. Congresswoman Katie Porter, managing constituent engagement, regional partnerships and public-facing initiatives.

Michelle Nguyen brings a strong background in constituent services, public policy and community outreach. Previously, she served as a Field Representative for Congressman Derek T. Tran, building relationships with constituents, local organizations and elected officials while leading outreach efforts across Orange County’s diverse communities. Nguyen also has experience in policy research and communications, bringing a thoughtful, community-centered approach to public engagement.

In their roles, Nguyen and Mendoza will support OCPA’s outreach efforts by strengthening relationships with member cities, community organizations, elected officials and local stakeholders while advancing the agency’s public engagement initiatives throughout Orange County.
